Effective July 1, 2022, Cattaraugus County Transfer Stations will no longer be accepting Construction and Demolition material (C&D), with the exception of the Salamanca Transfer Station. This service will be offered to residential property owners and their small scale projects only. Commercial and contractor projects should plan to direct their material to a registered construction and demolition debris handling and recovery facility.

The Cattaraugus County transfer stations were not designed nor intended to accept C&D material. With the exception of Salamanca, the stations are not equipped with scales to accurately assess loads by weight.

By limiting acceptance of C&D to the station with scales, the division intends to reduce challenges in load assessment. Additional issues driving this change include: limited resources to scale and sort C&D, significant, negative impacts of this type of material on equipment, and other hauling needs.

AS DEFINED BY CATTARAUGUS COUNTY LOCAL LAW NO. 10-2019, INTRO NO. 11-2019:
Construction & demolition debris, or C&D debris is uncontaminated waste resulting from construction, remodeling, repair and demolition of structures, road building, and land clearing. Such wastes include, but are not limited to: bricks, concrete and other masonry materials, soil, rock, lumber, road spoils, paving material, and tree and brush stumps.

 

WHO CAN RECYCLE C&D?

6 CRR-NY 360.2(b)(62)  A construction and demolition debris handling and recovery facility is a facility that processes and separates construction and demolition debris in order to extract recyclable materials.


Where can I find a C&D facility?

The County is aggressively pursuing alternatives and partnerships for the convenient disposal of C&D material. The desired outcome is to establish a registered Construction and Demolition Debris Handling and Recycling Facility (CDDHRF) within the County to successfully divert reusable material from going to landfill. While there are registered CDDHRFs currently located within the County, there are none that handle shingles, gypsum board, or unadulterated and uncontaminated wood.  It is recommended that out-of-County resources be utilized for disposal of these materials.
